Heat olive oil in a skillet over medium heat. Add diced onion and cook for 2–3 minutes until softened. Add garlic and cook for 30 seconds.
Add ground beef to the skillet, breaking it apart as it cooks. Once browned, drain any excess fat.
Stir in taco seasoning, cumin, chili powder, and a splash of water. Let the mixture simmer for 2–3 minutes.
Add refried beans to the skillet, mixing thoroughly with the beef mixture. Cook for another 2–3 minutes until heated through.
Warm tortillas in the microwave or on a skillet until pliable.
