Preheat oven to 375°F (190°C).
Cook pasta until al dente according to package instructions. Drain and set aside.
In a skillet, melt butter over medium heat. Add onion and red bell pepper; sauté until soft.
Stir in seasoned salt and chili powder into the sautéed vegetables.
In a large mixing bowl, combine cream of chicken soup, milk, 2 cups of cheddar cheese, Parmesan cheese, green chiles, and sautéed veggies.
Add cooked pasta and chopped chicken to the mixture and stir until evenly coated.
Pour mixture into a greased 9x13 inch baking dish and top with remaining 1 cup cheddar cheese.
Bake for 30–35 minutes, until bubbly and cheese is golden brown.
Let sit for a few minutes before serving.
