Preheat oven to 375°F (190°C) and line a muffin tin with paper liners or grease well.
In a large bowl, whisk together flour, granulated sugar, brown sugar, baking powder, baking soda, and salt.
In another bowl, mix melted butter, buttermilk, eggs, and vanilla extract until smooth.
Add wet ingredients to dry ingredients and stir until just combined. Do not overmix.
Gently fold in the cherry pie filling, leaving some cherry streaks visible.
Divide batter evenly among muffin cups, filling each about 3/4 full.
To make the streusel topping, combine flour, brown sugar, and cinnamon. Cut in cold butter until mixture resembles coarse crumbs.
Sprinkle streusel evenly over each muffin.
Bake for 18–22 minutes or until a toothpick inserted in the center comes out clean.
Cool muffins in the pan for 5 minutes, then transfer to a wire rack to cool completely.
