Heat olive oil in a large pot or Dutch oven over medium-high heat.
Add chicken pieces, season with salt and pepper, and cook until lightly browned (5–7 minutes). Remove chicken and set aside.
In the same pot, add more oil if needed. Sauté onion, garlic, carrots, and celery until softened (4–5 minutes).
Stir in tomato paste, then add chicken broth, water, thyme, rosemary, smoked paprika, bay leaf, and diced potatoes. Bring to a boil.
Return the browned chicken to the pot. Reduce heat to low and simmer for 30 minutes, or until vegetables are tender and chicken is cooked through.
In a small bowl, mix flour or cornstarch with water to make a slurry. Stir the slurry into the stew and simmer for 5 more minutes to thicken.
Add peas and green beans (if using). Simmer for 5 more minutes until heated through.
Remove bay leaf. Garnish with fresh parsley and serve hot with crusty bread.
