In a bowl or zip-top bag, whisk olive oil, lime juice, lime zest, garlic, cilantro, cumin, chili powder, salt, and pepper. Stir in honey if using.
Add chicken thighs and toss to coat well. Marinate in the refrigerator for at least 30 minutes and up to 8 hours.
Heat a large skillet or grill pan over medium-high and lightly oil the surface.
Remove chicken from marinade, letting excess drip off. Cook 5–7 minutes per side until golden and the internal temperature reaches 165°F (74°C).
Transfer to a plate and rest 5 minutes. Slice or serve whole, garnishing with extra cilantro and lime wedges.
