Heat oil in a skillet over high heat. Add ground lamb and cook until crispy and golden, about 6-8 minutes. Remove from skillet and set aside.
In the same pan, sauté garlic, ginger, dried chilies, and onion until fragrant and softened, about 3-4 minutes.
Add cumin and Sichuan pepper to the pan and stir to coat the aromatics. Return the crispy lamb to the pan and stir to combine.
Pour in chicken stock, soy sauce, and oyster sauce. Stir to combine and simmer for 2-3 minutes to allow the flavors to meld.
In serving bowls, add warm cooked rice. Ladle the lamb mixture and broth over the rice.
Garnish with fresh cilantro, spring onions, and Thai basil (if using). Serve hot and enjoy!
