Soft flour tortillas are filled with a cheesy, tangy spread packed with green onions, olives, and mild green chilies, then rolled up and sliced into bite-sized pinwheels. In a medium bowl, combine the softened cream cheese and sour cream. Mix until smooth and creamy.
Add shredded cheddar cheese, chopped green onions, black olives (if using), diced green chilies, garlic powder, salt, and pepper to the cream cheese mixture. Stir until all ingredients are well incorporated.
Lay a flour tortilla flat on a clean surface. Spread about ⅓ to ½ cup of the filling evenly over the entire surface of the tortilla.
Starting at one edge, roll the tortilla tightly into a log shape, pressing gently to keep it firm.
Wrap the rolled tortilla tightly in plastic wrap and refrigerate for at least 2 hours to allow the filling to set.
