Preheat oven to 400°F (200°C). Line a baking sheet with parchment paper or lightly grease it.
Trim the ends off the Brussels sprouts and slice them in half. Pat them dry with a paper towel.
In a large bowl, toss Brussels sprouts with olive oil, garlic, salt, pepper, Italian seasoning, and red pepper flakes if using.
Arrange Brussels sprouts cut-side down on the baking sheet in a single layer.
Roast for 20 minutes, then remove from oven and sprinkle with Parmesan cheese.
Return to the oven and roast for another 5 minutes, until the cheese is melted and golden.
Garnish with lemon zest and chopped parsley if desired. Serve immediately.
