Preheat the oven to 350°F (175°C).
In a medium bowl, whisk together flour, 1 cup granulated sugar, baking powder, and salt.
In a separate bowl, combine milk, melted butter, vanilla extract, and lemon zest. Stir into the dry ingredients until smooth.
Pour melted butter into the bottom of a 9x9-inch baking dish.
Gently pour the batter over the melted butter. Do not stir.
In a small bowl, mix the brown sugar and 1/4 cup granulated sugar. Sprinkle this mixture evenly over the batter.
Combine lemon juice and hot water, then carefully pour over the top. Again, do not stir.
Bake for 40–45 minutes, until the top is golden brown and the cobbler has set.
Cool slightly before serving. Dust with powdered sugar or top with whipped cream or vanilla ice cream if desired.
