Preheat oven to 375°F (190°C).
In a large skillet over medium heat, cook ground beef until browned. Drain excess grease.
Add chopped onion, diced green bell pepper (optional), and minced garlic to the skillet. Cook for 3–4 minutes until softened.
Stir in tomato sauce, tomato paste, Worcestershire sauce, brown sugar, mustard, salt, and black pepper. Simmer for 5–7 minutes until thickened.
Spread the beef mixture evenly in a greased 9×13-inch baking dish.
Sprinkle shredded cheddar cheese evenly over the meat mixture.
Arrange biscuit dough pieces on top of the cheese layer.
Bake for 20–25 minutes until biscuits are golden brown and cooked through.
If desired, brush biscuit tops with melted butter after baking.
Let cool for 5 minutes before serving.
